This is a tough problem often referred to as pseudofolliculitis. As the hairs grow out of the skin, they get turned inward and are forced back under the skin. The best way to prevent them is avoiding plucking the hairs or avoid shaving them so close to the skin. Keep the hairs short. If the problem is getting very troublesome, some people need to resort to laser hair removal to prevent the hairs from recurring permanently.
